Notice of Race

   
   
1. RULES
1.1

The regatta will be governed by the rules as defined in The Racing Rules of Sailing. RRS 90.3(e) shall apply.

1.2 The following rules will also apply:

(DP) Offshore Special Regulations for Category 3. Additionally, a life raft complying with the OSR Category 2 is required.
1.3 The navigation rules of the International Regulations for Preventing Collisions at Sea (IRPCAS) replace RRS Part 2 from sunset to sunrise.
1.4 If there is a conflict between languages the English text will take precedence.
1.5 Automatic and wind-vane devices for steering may be used by double handed crews.
   
   
2. SAILING INSTRUCTIONS
 

Sailing Instructions will be available on completion of registration and may be sent to competitors by e-mail.

   
   
3. COMMUNICATION
3.1

The online Official Notice Board (ONB) is located at www.thousandislandsrace.com.

3.2

Communication with competitors will be through the ONB and/or WhatsApp. Each boat shall have at least one device connected to the internet with WhatsApp installed. On the water, the race committee will make courtesy broadcasts to competitors on VHF radio.

3.3

(DP) While racing, except in an emergency or when communicating with the race committee, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

   
   
4. ELIGIBILITY AND ENTRY
4.1 Monohulls shall have valid ORC International or ORC Club certificate, while multihulls shall have valid ORCmh certificate. Boats with MOCRA certificate may get ORCmh certificate from the data available in MOCRA certificate. Boats without ORC certificate may contact the organiser at scor@scor.hr to get necessary information how to obtain one.
4.2 In addition the Organising Authority reserves the right to expand eligibility for entries or classes not included in 4.1. and amend 1.2. 
4.3 Competitors shall comply with WS Eligibility Code and be verified by their national sailing authorities. Any crewmember still under the age of 18 by the day before the start of the race shall supply the written consent of a parent or legal guardian which shall be attached to the crew list submitted at registration before the race.
4.4 The owner or charterer of a participating boat shall hold a valid marine legal liability insurance policy for the boat with third-party insurance of a minimum cover of 1.5 million EUR per incident or the equivalent, and make sure that all crew members are aware of the importance of effecting appropriate personal insurance.
4.5 Boats will be divided in classes according to their ratings. Class limits will be based on final entry list. Subject to the participation of a sufficient number of entrants, there may also be the Double Handed Class under ORC Double Handed ratings. The formation of any classes is at the discretion of the Organising Authority and shall not be ground for seeking redress. This changes RRS 60.1(b).
4.6 Eligible boats are requested to enter as soon as possible by completing the on-line registration form. To be considered as an entry in the event, a boat shall complete all registration requirements and pay all fees. The list of pre-registered boats will be updated on the event’s website upon receipt of each new entry.
4.7 Each owner, charterer or skipper shall complete registration by submitting crew list and copy of insurance policy by e-mail before 15 September 2023 and signing the registration in the Race Office in the Port of Rijeka. Race Office is open from 10:00 until 20:00 from Friday to Saturday, 15 - 16 September 2023.
   
   
5. ENTRY FEE
5.1 The non-refundable entry fee is as follows:

5.2 The organiser is not responsible for any costs incurred by the non-acceptance of a boat's registration.
   
   
6. ADVERTISING
 

Boats shall display advertising chosen and supplied by the organizing authority according to the World Sailing Advertising Code as follows:

a sponsor’s and/or organiser's clubs flags that has to be flown on the backstay throughout the entire event.

7.2 The organiser may change the schedule with adequate notice.
   
   
8. EQUIPMENT INSPECTION
8.1 Each boat shall have ORC certificate issued up to 16 September 2023. This changes RRS 78.2.
8.2 No changes shall be made to ORC certificates after 16 September 2023 unless approved by the Technical Committee.
8.3 Boats shall be available for equipment inspection from 16 – 17 September 2023. Booking of time slots for inspection by the boats will be available through the online system from 8 September 2023. Further inspections may be carried out on any boat after the race.
8.4 A boat shall not start until she passes pre-race equipment inspection.
   
   
9. TRACKING SYSTEM
 

An electronic tracking system may be used to track the position of participating boats during the race, and participants will be required to allow the installation of a tracking device on their boats. The Organising Authority may use the information received from the system for media coverage of the race as well as for technical and safety purposes. Participants shall be responsible for the tracking device while on board and shall return it to the Race Office after finishing or retiring. On registration, participants may be required to give a deposit or credit card number which may be charged by the Organising Authority if the tracking device is not returned.

   
   
10. COURSE
 

Two races (legs) are scheduled. Boats may select to race: Leg 1 only, Leg 2 only or both legs.

  Leg 1 course: Start (Rijeka) – Finish (Porto Montenegro). Islands Unije, Susak, Premuda, Dugi Otok, Kornat, Vis, Lastovo and Sveti Andrija to be left to starboard.
  Leg 2 course: Start (Porto Montenegro) – Finish (Rijeka). Islands Sveti Andrija, Lastovo, Vis, Kornat, Dugi Otok, Premuda, Susak and Unije to be left to port.
  Additional marks (buoys) that may be laid in the Start and Finishing areas will be described in the Sailing Instructions.
   
   
11. SCORING
11.1 Two races are scheduled. One race is required to be completed to constitute the series.
11.2 For each category (monohulls and multihulls) there will be overall results with class results extrapolated from the overall results.
11.3 Results will be calculated using relevant (ORC or ORCmh) Time on Time All Purpose single number.
   
   
12. MOORINGS
 

The Organising Authority will provide moorings free of charge for all boats entering the Thousand Islands Race from 16 – 25 September 2023 at the Port of Rijeka before the start of the Leg 1 and after the finish of Leg 2 and at Porto Montenegro after the finish of the Leg 1 until the start of Leg 2.

   
   
13. REGISTRATION OF ARRIVAL IN CROATIA AND MONTENEGRO
  Participants of the Thousand Islands Race are excused of payment of tax for the registration of arrival and stay of foreign yacht or boat in territorial sea and coastal waters of the Republic of Croatia from 11 – 30 September 2023. Foreign boats shall register at first custom office when entering Croatian territorial sea. Participants are also excused of payment of vignette in Montenegro. Any boat not doing second leg and intending on staying in Montenegro will have to get the vignette after second leg has started.
   
   
14. DATA PROTECTION
 

Competitors, owners and their guests grant at no cost the Organising Authority the absolute right and permission to use their name, voice, image, likeness, biographical material as well as representations of the boats in any media (being television, print and internet media), including video footage, for the sole purposes of advertising, promoting, reporting and disseminating information regarding the Thousand Islands Race and the competitors and crew members’ participation in the race.

   
   
15. RISK STATEMENT
 

RRS 3 states: ‘The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.’ By participating in this event each competitor agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

 

The Organizing Authority, SCOR, PMYC, the Race Committee, the Protest Committee, the Technical Committee, the volunteers, and any other party involved in the organization of the event will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. Each boat owner or his representative accepts these terms by signing the entry form.

   
   
16. PRIZES
 

Trophies will be awarded for each leg and both legs combined to the best three boats in each division and class overall results. An additional prize will be awarded to the first boat in elapsed time for each leg.

 

Porto Montenegro will award vouchers of 5000 EUR for one year berthing fees to the Overall winners in each category (monohull and multihull) valid from September 2023 – September 2024. A Special award voucher of 5000 EUR for one year berthing fee will be given to the ‘Best placed Montenegrin based boat for Leg 1’, valid from September 2023 till September 2024.
